  • Request for proposals are invited for Workshop on Energy Resiliency Principle. Request for Proposal (RFP) EWG 07 2020A - Workshop on Energy Resiliency Principle Introduction A The APEC Secretariat is seeking proposals for the provision of the Services described in RFP Schedule 1 - Statement of Requirement. B Each Bidder to this RFP is expected to: (i) fully inform themselves on all aspects of the work required to be performed; (ii) submit its proposal on the template provided at RFP Schedule 2 - Proposal, including the signed Declaration by Bidder at the end of Schedule 2; and (iii) submit its proposal in accordance with RFP Schedule 1 - Statement of Requirement and with due note of RFP Schedule 5 - Evaluation Criteria. C Each Bidder, by submitting its proposal, agrees that the proposal is subject to the RFP Schedule 4 - Standard Conditions of Proposal, and agrees to comply with those conditions. Acceptance of a proposal will occur only when a contract is executed. Any Contract will incorporate the APEC policies and guidelines identified in RFP Schedule 3 - Special Conditions of Proposal and the contract at RFP Schedule 6 - Standard Contract Conditions. D Bids from contractors based in non-member economies and bids from international organisations may be considered. However, priority is given to suitably qualified tenders from member economies. Background In recent years, damage caused by natural disasters such as earthquakes and typhoons has become enormous, and unfortunately, APEC member economies especially suffer from those disasters as they occur frequently in the APEC region, which also cause severe damage on the energy infrastructure. Thus, to build energy systems which are resilient against natural and manmade disasters in the APEC region has been an emerging issue. In the Cebu Declaration, the Energy Ministers of Member Economies of APEC affirmed the importance of energy resilience to promote energy security and achieve sustainable development in 2015 APEC Energy Ministerial Meeting with the theme of β€œTowards and Energy Resilient APEC community” held in Cebu, Philippines. Besides the Energy Ministers recognize importance of quality energy infrastructure, energy supply diversity, energy efficiency and energy access to promote energy resilience of the region. In this narrative, Energy Working Group (EWG), led by Japan, developed the APEC Energy Resiliency Principle (hereinafter as β€œthe Principle”) with the great help of Energy Resilience Task Force (ERTF) and APEC member economies. The Principle, which was endorsed at the EWG59 held in August 2020, is compiled of norms and concrete measures that stakeholders in each economy should voluntarily pay attention to and implement in order to improve energy resilience, rather than mandatory or compulsory documents. In the Principle, it is stated that establishment of detailed guidelines to support formulation of energy resiliency enhancement plans in APEC member economies is one of the follow-up actions. In this project it is expected that the information and discussions obtained in the workshops will be used to create one general Guidelines named the APEC Energy Resiliency Guidelines. After completion of the Guidelines, next step will be to establish sectoral guidelines, but this is out of this contract-s scope. This project will contribute to support building resilient energy systems as well as the low carbon cities in APEC member economies, and will generate benefits for all APEC economies, particularly developing economies, which can find it difficult to respond to climate related disasters. The project aims to bring together people working in public and private organizations in the energy sector in each economy, to exchange and share experience and views. Objectives of the project The main objectives of this project are, by means of holding three online workshops: 1) to promote dissemination of the APEC Energy Resiliency Principle in order to build the capacity of people in public and private organizations related to energy sector in developing economies; and 2) to share experiences and perspectives on the outline of Energy Resiliency Guidelines (to be prepared by the contractor) and specific measures, and establish the Guidelines based on the input obtained from these discussions. 3. Scope of Services 3.1 Description of Services The Contractor is requested to conduct the following tasks: (a) Formulate an outline of Energy Resiliency Guideline as a basis for discussion before holding online workshops; (b) Hold three online workshops on energy resiliency in 3 economies (i) In consultation with the PO, select three economies to host the workshops, endeavouring to select an economy from East Asia, ASEAN, and South America to ensure regional diversity; (ii) Develop agendas for each workshop based on the characteristics of the above regions, in consultation with the PO and host economy. The basic structure of the agenda will consist of an explanation of the principles and draft outline of the Guidelines, presentations by three to four speakers, and a panel discussion or Q&A session. Each workshop will run for about 1.5h - 2h; (iii) Select and recruit appropriate speakers and facilitators from government officials, experts, researchers, energy supply industries, industrial and general energy consumers, financial institution base on the agendas. Speakers are expected to present case studies and good practices of actual disaster experiences and crisis response efforts. Facilitators are expected to moderate panel discussions or Q&A sessions; (iv) Develop a General Information Circular (GIC) and invite various stakeholders from governments, energy supply industries, industrial and general energy consumers, financial institution for online workshops. (v) Hold online workshops separately to gather more various inputs while bearing in mind that each region has a different energy environment. (vi) Get the feedback from the participants to evaluate the changes of participants' awareness about resilience-related activities before and after the workshop, and level of understanding of the Principle; (c) Formulate the Project Summary Report including information shared at the workshops, outcomes and recommendations from online workshops that will be presented to EWG and ERTF. This report will be roughly 40 pages and consist of cover page, table of contents, introduction, summaries of workshop including presentation, case studies of the measure to tackle disasters and the discussions at the workshop, conclusion and suggestions; and (d) Draft the APEC Energy Resiliency Guidelines based on discussions, outcomes and recommendations from online workshops.
