① do not come under Article 4 and 5 of the Japan Mint Contract Procedure Rules.
② have obtained Grade A or B or C from the Ministry of Finance Japan (all ministries/agencies) or Japan Mint in the category of "Manufacturing of products" and "Selling of products" in the qualification for participating in tendering procedures for the fiscal years of 2019, 2020 and 2021.
③ are not being recognized as an unsuitable one to make a contract with, due to the violation of the contract with Japan Mint including its branches in the past.
