② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ not be currently under suspension of nomination by Director-General, West Japan Civil Aviation Bureau.
④ have Grade A or B or C "Manufacturing" in terms of the qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2022/2023/2024
