- Dear Bidder,The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.Below is a summary of the work to be performed:The objective is to develop a comprehensive, context-sensitive communication strategy.Specific objectives:1.Conduct desk research and a situation analysis across all nine countries.2.Identify audience segments (primary, secondary) in each country.3.Recommend communication tools and tactics tailored to each country-context and audience4.Establish a framework for measuring the effectiveness of communication activities using clear, relevant KPIs by communication channel and objective5.Prepare an outline of an implementation plan for the 1st year of the project, and resource suggestions.
